Workshop on Monitoring and Evaluation (M&E) and Operation and Maintenance (O&M) (April 22, 2022)

Phnom Penh: ​The ​Cambodia ​National Mekong Committee (CNMC) organized a workshop (Hybrid) on Monitoring and Evaluation (M&E) and Operation and Maintenance (O&M) on Project Achievements, of Component 2 of the Mekong Integrated Water Resources Management Project, presided over by HE Te Navuth, Permanent Vice Chairman, CNMC, and Project Director of the Mekong Integrated Water Resources Management Project Phase 3 (MIWRMP3). There were participants represented the General Secretariat of the CNMC, the Ministry of Water Resources and Meteorology (MOWRAM), the Provincial Department of Water Resources and Meteorology (PDOWRAM) of the target provinces, the Ministry of Economy and Finance (MEF), eWater Australia (eWater Advisor), and DHI (Danish Hydrological Institute).

HE Chairman stressed that the workshop was an important activity for project management to ensure that the project was fully implemented with the results being reviewed and evaluated in accordance with the acceptable project implementation plan in accordance with the monitoring plan and evaluation on a project-by-project basis and discuss the sustainability of water resources monitoring in the 3S and 4P basins after the project was completed and discuss O&M implementation.

At the workshop, DHI and eWater project advisors shared their insights on key project accomplishments and presented the Sustainability Assurance Strategies for Project Achievements that the CNMC and the MOWRAM maintain and implement, such as the operation and maintenance of hydromet stations, and the use of decision support system tools to develop institutional capacity, human resources, and create a robust knowledge base.

Participants expressed their appreciation for the project's accomplishments, and they stressed the importance of being able to communicate effectively during the project's implementation. Participants expressed concern about the necessary budget for the operation and maintenance costs of the stations and the decision support system after the project was completed. As part of its congratulations, a representative from the Ministry of Economy and Finance offered suggestions on how to propose a budget for the operation and maintenance of project achievements that would be beneficial to future interests. According to the HE Chairman of the Workshop, in general, the Workshop was able to monitor and evaluate the major achievements of the project, and the institution reviewed its preparation of a budget for the operation and maintenance of all of the project's achievements based on the national budget approach, as a result of the workshop's findings.
