3rd Meeting of the PNPCA JCWG (December 14, 2021)

Phnom Penh: Mekong River Commission Secretariat (MRCS) had organized the 3rd Meeting of the PNPCA JCWG on Prior Consultation Process for the Proposed SNHPP, presided over and leaded the discussion by Mr. Phonepaseuth Phouliphnah, Acting Secretary General of LNMC, and alternate Member of MRC-JC for Lao PDR., and Dr. An Pich Hatda, MRCS CEO and participated by the PNPCA JCWG from the MCs (Cambodia, Lao PDR., Thailand, and Viet Nam), the Specialists from MRC Secretariat, and the International Experts. The Meeting participants from Cambodia leaded by H. E. Mr. Kol Vathana, jointed by the Cambodian PNPCA JCWG Members from MOWRAM, MAFF, MME, MPWT, and MoE; CNMCS PNPCA WG of Members; and the National Consultants.

The overall objective of the third Meeting of the PNPCA JCWG is to provide a final opportunity within the Prior Consultation process to all members of the PNPCA JCWG to listen to and discuss the results of the Final Draft TRR in order to enable the MRCS to finalize the TRR by incorporating both regional and national reviews and consultations outcomes before the Secretariat submits the final TRR to the MRC Joint Committee for discussion and negotiation during its Special Session planned to be held on 19 January 2022.

The specific objectives of the third Meeting of the PNPCA JCWG are:

- To discuss and agree on the feedbacks resulted from both the 1st and the 2nd Regional Stakeholder Information Sharing and the final outcomes and recommendations yielded from National Reviews and Information Sharing/Consultation Meetings to be further reflected in and enhanced the contents of final TRR;

- To discuss and comment on the overall results and findings of the Final Draft Technical Review Report of the SNHPP considering results of rapid assessment by incorporating the outcomes resulted from both national and regional reviews and consultation meetings;

- To discuss the draft Statement to be submitted to the JC for consideration and approval during its Special Session;

- To discuss the draft Joint Action Plan to be submitted to the JC for consideration and approval during its Special Session; and

- To discuss and agree on the proposed agenda and arrangement for the organization of the Special Session of the MRC JC planned to be held on 19 January 2022 to conclude the Prior Consultation process of the SNHPP.
