National Consultation Meeting on the 3rd Draft Report on experiences and opportunities for coordinated operating mechanisms (September 28, 2021)

Kampong Cham: Cambodia National Mekong Committee (CNMC) had organized the National Consultation Meeting on the 3rd Draft “Report on experiences and opportunities for coordinated operating mechanisms and cooperation arrangements on dam operations”, which was presided over and leaded the discussion by His Excellency Mr. Te Navuth, Permanent Vice Chairman of CNMC. The participants of the meeting include, the members of CNMCS PNPCA Working Group, the members of Inter-ministerial PNPCA Working Group (MOWRAM, MoE, MAFF, MME, and MPWT), the members of the National Expert Group on PNPCA, Technical staff from EDC and EAC, relevant staff from MRC Secretariat, and International Consultant on Hydropower Cascade Coordinated Operation.

The National Consultation Meeting objectives are to:

(1) Discuss the revised report on experiences cooperation arrangements on dam operations noting the responses in the revised report to address member country comments;

(2) Discuss the more detailed scope and timing of the Pilot Projects and provide comments, and

(3) Collect and note any final national considerations and views that member countries believe need to be included in final report to be discussed regionally before JC consideration.

The Meeting had focus and discussed on four main agenda items, namely

1. Re-cap on the report on opportunities for coordinated operation - framework and matrix of opportunities;

2. Scoping the Opportunities;

3. Pilot Project #1 and #2; and

4. Next steps.
